1991's independence of the new
Caspian democracies (Azerbaijan,
Kazakhstan and Turkmenistan) from The Soviet Union did not
entail their being ultimately different from one another. These
economically and politically independent countries go
together into the future as good neighbours do.

Azerbaijan (capital: Baku) is a
presidential republic cooperating with NATO's "Partnership for Peace",
member of The United Nations and member of European Organization for
Security and Co-operation. Azerbaijan's state system is therefore based
on the separation of executive branch (being carried out by the President
and Government) from judical one (being carried out by the
Constitutional Court and Supreme Court) and from legislative one
(being carried out
by the National Assembly). This way Azerbaijan's key priority of
policy is further integration with European structures of military
security and socio-economic stability.

According to European standards there's apropreate judical branch too,
based on Constitutional & Supreme Court. Kazakhstan's been
realising multidimensional policy, focused on strategic agreements
with China as well.

Asian presidential republic cooperating with NATO program
"Partnership for Peace",
member of The United Nations and member of European Organization for
Security and Co-operation. Turkmenistan single-party state system is
based
on the executive branch (being
carried out by the President
as well as his Government) and legislative one (being carried out
by the two parliamentary bodies). In spite of Turkmenistan
judical branch in state system having been subservient to President,
General Assembly of The UN accepted special status of permanent
neutrality as Turkmen strategy of policy.
